Freetown, Sierra Leone — Mr. Mohamed Kenewui Konneh, the immediate past Chief Electoral Commissioner and Chairman of Sierra Leone’s Electoral Commission for Sierra Leone (ECSL), has been appointed as the Economic Community of West African States (ECOWAS) Permanent Representative to Liberia.
The appointment was announced in recent days, marking a swift transition into a key regional diplomatic post following the end of his tenure at the ECSL.
Konneh was first appointed Chairman and Chief Electoral Commissioner by President Julius Maada Bio in July 2020. He led the ECSL through several national elections, including the hotly contested 2023 presidential and parliamentary polls. His tenure also included leadership of the Economic Community of West African States Network of Electoral Commissions (ECONEC), where in April 2025 he played a pivotal role in endorsing revised statutes during a meeting in The Gambia to modernize the network.
ECOWAS, the 12-member regional bloc founded in 1975, uses Permanent Representatives in member states to coordinate on issues ranging from economic integration and trade to peace and security.
Konneh’s role will involve strengthening bilateral ties between ECOWAS institutions and Liberian authorities.
The move comes at a time when ECOWAS continues to prioritize restoring constitutional order, revitalizing security cooperation, and advancing economic integration across West Africa. Konneh’s proven track record in electoral governance and regional collaboration is expected to bolster these efforts, especially in supporting democratic processes and cross-border initiatives in Liberia and the broader Mano River Union area.
