In a significant step toward restoring constitutional order, Guinea’s National Transition Council has unveiled the draft of the new constitution.
Released online in the early hours of Monday, the document is set to be voted on before the end of the year, potentially setting the stage for national elections.
The proposed constitution introduces a bicameral legislature, comprising a National Assembly and a Senate.
Additionally, it incorporates several progressive elements from the 2020 Constitution, such as the abolition of the death penalty and a ban on female genital mutilation.
It also guarantees that individuals who are arrested, detained, or charged must be promptly informed of the reasons for their arrest.
Notably, the draft imposes a strict two-term limit for the presidency, with each term lasting five years. However, uncertainty remains regarding the political future of General Mamady Doumbouya, the leader of the country since the 2021 coup.
While the transition charter previously stated that Doumbouya would be barred from running for president in future elections, this clause is conspicuously absent from the current draft, sparking speculation that he may be eligible to stand for election.
