Freetown, 24 September 2025* — Sierra Leone has scored a major breakthrough in its energy ambitions after the World Bank Group and the African Development Bank officially endorsed the government’s landmark USD 2.2 billion Mission 300 Energy Compact.
The endorsement was announced during the Bloomberg Global Forum in New York on Wednesday.
President Julius Maada Bio, who also serves as Minister of Energy, described the compact as the most ambitious and comprehensive infrastructure plan in the nation’s history.
“Powered by evidence-based solutions and data, this single plan for Sierra Leone’s energy transformation holds the greatest promise for unlocking sustainable and inclusive development for our people,” he said while accepting the Compact Endorsement Letter.
Mission 300 aims to raise electricity access nationwide from 36 percent to 78 percent, focusing on renewable generation, modern transmission networks, clean cooking solutions, and stronger governance to attract private investment.
The initiative was coordinated by an inter-ministerial group co-chaired by Finance Minister Sheku A.F. Bangura and Dr. Kandeh K. Yumkella, working with the Energy Governance Coordination Group. Seventeen other nations also secured energy compact endorsements.
Backed jointly by the World Bank and AfDB, Mission 300 targets reliable electricity for 300 million people across Africa by 2030, promising Sierra Leone a significant step toward energy security and economic growth.
