FREETOWN, SIERRA LEONE, 28 October 2026: The National Communications Authority (NatCA) has unveiled a suite of state-of-the-art telecommunications regulatory equipment at its headquarters, NatCA Tower, South Ridge/IMATT, marking a significant milestone in the Authority’s efforts to strengthen regulatory oversight, enhance consumer protection and support Sierra Leone’s digital transformation agenda.
The unveiling brought together the Hon. Chief Minister, Dr. David Monina Sengeh, the Hon. Minister of Communications, Technology and Innovation, Madam Salima Monorma Bah; senior government officials, telecommunications industry stakeholders, service providers and representatives of the project implementation team.
The initiative was implemented under the Sierra Leone Digital Transformation Project, funded by the World Bank through the Ministry of Communications, Technology and Innovation (MoCTI), to enhance NatCA’s technical capacity to manage the radio frequency spectrum, monitor compliance with regulatory requirements, safeguard service quality and protect consumers across the communications industry.
The ceremony commenced with opening courtesies by the Master of Ceremonies, the Director of Corporate and Industry Affairs at NatCA, Abdul Ben-Foday, who articulately guided proceedings.
In her project overview, the Project Coordinator Madam Kumba Lilian Musa explained the implementation process and underscored the importance of the investment in strengthening the Authority’s regulatory capabilities. She noted that NatCA’s institutional readiness, clear strategic direction and strong foundation had positioned it to attract and implement such a significant project.
She expressed confidence that the Authority would continue to grow in step with technological innovation, ensuring that its regulatory systems remain responsive to the changing demands of the telecommunications industry.
Welcoming the distinguished guests and stakeholders, the Director General of NatCA, Amara Brewah, expressed appreciation to the Government of Sierra Leone, the World Bank, the Ministry of Communication, Technology and Innovation, and private-sector partners for their continued contributions to the development of the communications sector.
The Director General described the unveiling and demonstration as another blueprint in strengthening the regulatory environment and building a competitive telecommunications industry capable of attracting further investment.
He highlighted the importance of equipping NatCA with advanced technological systems to identify and monitor licensed operators, detect non-compliance and address activities that could undermine consumer confidence and industry integrity.
He further noted that the equipment will strengthen the Authority’s ability to enforce regulatory standards, protect consumers and ensure that operators conduct their activities within the established licensing and technical requirements as Sierra Leone advances its digital transformation project.
A major highlight of the event was the technical presentation and demonstration led by the Director of Engineering at NatCA, Ing. Sahr Momodu Sewah, who showcased the capabilities and operational relevance of the newly unveiled systems.
The equipment presented included the Spectrum Monitoring System, Quality of Service System, Spectrum Analyser, Automated Spectrum Management System and Broadcast Monitoring System.
Together, these systems are expected to significantly enhance NatCA’s ability to monitor spectrum utilisation, assess telecommunications service quality, identify harmful interference, strengthen spectrum allocation and management, and improve oversight of broadcasting services.
Ing. Sewah further explained that the equipment would support the Authority in detecting and investigating suspected regulatory violations, processing technical evidence and strengthening enforcement actions, including the prosecution of offences where warranted under the applicable legal framework.
He also highlighted the systems’ capacity to assist in verifying technical parameters and monitoring compliance with authorised transmission power limits, thereby improving regulatory records, promoting efficient spectrum utilisation and ensuring that licensed operators adhere to their approved operating conditions.
The enhanced technical capabilities are expected to provide NatCA with more reliable data for evidence-based decision-making, timely intervention and more effective enforcement across the telecommunications and broadcasting sectors.
Reaffirming government commitment to Digital Transformation, the Hon. Minister of Communications, Technology and Innovation, Madam Salima Monorma Bah, described the unveiling as a timely development, particularly as NatCA marks its 20th anniversary.
She noted that the investment reflects deliberate institutional planning and sustained efforts by NatCA’s leadership, the project team and the Ministry to strengthen the country’s communications regulatory framework.
The Hon. Minister expressed confidence that the equipment would deliver substantial benefits to the sector by improving monitoring, accountability and regulatory effectiveness. She commended the Director General, the NatCA project team and the Ministry’s technical team for their collective efforts in translating the Government’s digital transformation objectives into tangible institutional capabilities.
Her remarks reinforced the importance of collaboration between the Authority and its supervisory Ministry in building a modern, efficient and technologically responsive communications sector.
Highlighting on accountability and strategic planning, the Hon. Chief Minister, Dr. David Monina Sengeh, as keynote speaker commended NatCA for the initiative and acknowledged the value of its collaboration with its supervisory Ministry, MoCTI.
He emphasised the importance of accountability in public institutions, noting that strengthening regulatory capacity must go hand in hand with transparent processes, effective oversight and measurable results.
The Hon. Chief Minister situated the investment within the broader context of H.E President Julius Maada Bio’s Big Five Game Changers, highlighting the importance of comprehensive planning and deliberate implementation in achieving national development objectives.
He encouraged continued investment in transformative projects of this nature, while underscoring the need for public institutions to maintain, protect and effectively utilise the equipment entrusted to them to deliver lasting value to the country.
Following his address, the Hon. Chief Minister and other dignitaries participated in a guided familiarisation tour of NatCA Tower, during which they were introduced to the Authority’s facilities and technical infrastructure.
The unveiling represents a crucial step in NatCA’s ongoing efforts to modernise telecommunications regulation and strengthen its capacity to respond to the opportunities and challenges of an increasingly digital society.
As demand for reliable connectivity, quality telecommunications services and efficient spectrum management continues to grow, the newly introduced systems are expected to support more effective monitoring, stronger compliance and improved consumer protection.
For NatCA, the investment is not merely about acquiring sophisticated equipment; it is about strengthening the institutional and technical foundations required to regulate a dynamic communications industry, encourage responsible investment and ensure that technological progress translates into meaningful benefits for Sierra Leoneans.
With the support of the Government of Sierra Leone, the World Bank, MoCTI and industry stakeholders, NatCA continues to advance its regulatory mandate in support of a more connected, accountable and digitally empowered Sierra Leone.
