President Julius Maada Bio is set to deliver his State Opening of Parliament address at 10 a.m. on Friday, 7 August 2026, in the Chamber of Parliament at Tower Hill in Freetown.
The address, required under Section 84 of the 1991 Constitution of Sierra Leone, formally opens a new parliamentary session and provides the President’s assessment of the state of the nation, progress on government programmes, and the legislative agenda ahead. It continues the pattern of recent annual openings under Bio’s administration, which have typically taken place in early August.
Preparations at Parliament have included major upgrades and maintenance works. These feature a new water storage reservoir, a 555 KVA standby generator, a new police station, additional container offices, solar panels to support power for the chamber, maintenance inside the chamber itself, and road improvements by the Sierra Leone Roads Authority to ease access for the ceremony.
The speech is expected to review progress under the government’s flagship “Big Five Game Changers” agenda — Feed Salone (food security), human capital development, youth employment, technology and infrastructure, and public sector reform — as well as broader economic and governance issues. In the comparable 2025 address, Bio highlighted gains such as increased rice production, reduced food imports, falling inflation, and infrastructure advances.
The event comes amid ongoing parliamentary work on the Constitution of Sierra Leone (Amendment) Bill, 2025, which has generated significant debate between the ruling Sierra Leone People’s Party and opposition All People’s Congress over electoral and governance reforms. Bio, who has served as President since 2018 and as Chairman of the ECOWAS Authority of Heads of State and Government, is also expected to address national priorities in the context of regional and global economic pressures.
Following the President’s address, Members of Parliament traditionally debate its contents in subsequent sittings.
The ceremony remains a key fixture of Sierra Leone’s democratic calendar, bringing together the executive, legislature, judiciary, diplomatic community, and traditional leaders.
