Freetown, Sierra Leone – May 2025 – A leading figure in Sierra Leone’s ruling Sierra Leone People’s Party (SLPP) and one of the main architects of President Julius Maada Bio’s 2023 re-election campaign Amadu Kadiru KaiKai has publicly raised alarm over the declining strength of key national institutions, cautioning that the President’s legacy may be at stake.
Kadiru Kaikai, widely viewed as a rising political force within the SLPP and a potential future presidential contender, issued an open letter this week addressed to President Bio. In it, he expressed concern about what he described as the diminishing capacity of crucial institutions such as the National Revenue Authority (NRA) to fulfill their constitutional duties.
Kaikai called on the President to take urgent and decisive action to safeguard the independence and effectiveness of agencies including the NRA and the Anti-Corruption Commission (ACC), warning that their weakening could severely damage public trust and hinder governance.
“Institutional integrity must be a cornerstone of our democracy,” Kaikai wrote. “When vital bodies like the NRA are increasingly constrained in their ability to collect revenue effectively, the consequences are far-reaching—for economic stability, public services, and ultimately, for the legacy of your presidency.”
The NRA plays a critical role in generating revenue for national development, and any perceived erosion of its independence could impact fiscal policy and service delivery.
Kaikai’s remarks come at a time when watchdog institutions in Sierra Leone are under scrutiny, with frequent claims of political interference and resource limitations.
Political analysts say Kaikai’s intervention reflects growing internal tensions within the SLPP, as calls for reform intensify ahead of the latter part of President Bio’s tenure. The letter has ignited widespread debate about transparency, governance, and the need to bolster the institutional framework of the state.
While President Bio has yet to issue a formal response, Kaikai’s candid critique has placed renewed focus on the administration’s commitment to accountability and reform.
