Freetown, Sierra Leone – The Inspector General of Police has issued a nationwide directive mandating all police personnel to comply with the Subscriber Identification and Registration Management Regulations enforced by the National Telecommunications Authority (NaTCA)
According to a circular dated 26 June 2025 and signed by Commissioner of Police Ismail Keita on behalf of the IGP, all Regional Commanders, Directors, Local Unit Commanders (LUCs), and Heads of Departments (HoDs) are instructed to ensure that officers under their command register their SIM cards using their National Identification Numbers (NINs), as displayed on their National Identity Cards.
The deadline for compliance is set for 30 September 2025.
The directive is part of ongoing efforts to implement the National Communications Authority Act, 2022, which grants NaTCA enhanced regulatory authority over the telecommunications sector in line with international standards for digital identity and security.
As part of the enforcement strategy, a two-phase rollout will be implemented:
* From 1 October 2025, outgoing calls from unregistered SIM cards will be blocked.
* From 1 November 2025, all call services—both incoming and outgoing—will be disabled for numbers not linked to valid NINs.
Describing the directive as a matter of “national compliance and operational efficiency,” the police leadership urged all units to treat the issue with urgency and ensure full cooperation from personnel.
