The Ministry of Lands, Housing and Country Planning has warned property developers, contractors and the general public that commencing any construction project without official approval is a violation of the law and will attract severe penalties.
In a public notice issued this week, the Ministry reminded citizens that no construction work should begin without obtaining a valid building permit and approved structural plans, in line with the provisions of the National Country Planning Act 2025.
According to the Ministry, Section B7(1) of the Act prohibits any individual or organisation from constructing a house, fence, warehouse, store, shop, building extension or any other form of development without the required approvals.
The Ministry further stated that Section B7(2) prescribes strict penalties for offenders, including a minimum fine of NLe120,000, imprisonment for at least two years, or both.
Authorities said they are working closely with other Ministries, Departments and Agencies (MDAs) to strengthen monitoring and enforcement of the law across the country. They warned that anyone found carrying out unauthorised construction will face legal action.
The Ministry urged all developers and property owners to obtain the necessary permits before starting any building project, stressing that compliance with planning regulations is essential to ensure public safety, orderly urban development and accountability within the construction sector.
The latest warning forms part of the government’s ongoing efforts to tackle illegal developments, improve land-use management and promote sustainable urban planning throughout Sierra Leone.
The Ministry also encouraged prospective builders to visit its offices to verify that their projects meet all legal requirements before construction begins.
