The First Report of the Committee on Appointments and Public Service, chaired by the Acting Leader of Government Business, Hon. Bashiru Silikie has, on Wednesday 15 October 2025 approved fifteen (15) presidential nominees for the development of Sierra Leone.
The following presidential nominees were approved by Parliament:
1. Mr. Stephen Mustapha Swaray, member Board of Directors Bank of Sierra Leone.
2. Ing. Dr. Albert Fode Director General, Sierra Leone public Transport Authority
3. Mr. Christian N.Ngombu Esq Deputy Director General, Sierra Leone Public Transport Authority
4. Mrs. Zorah Efua Beryl Anthony members board of trustees National Social Security and Insurance Trust (NASSIT)
5. Mr Umar Fuad Bawoh, Member National Youth Commission
6. Mr Foday Conteh National Youth Commission
7. Mr Stephen Godfrey Swarray, member of the Sierra Leone Civil Aviation Authority (SLCAA)
8. Mr Emmanuel Delwyn Pratt national social security and Insurance Trust Board of Trustees (NASSIT)
9. Mr Sheik Dyphan Abass Massaquoi Member, Sierra Leone Road Safety Authority Board (SLRSA)
10. MS .Ibnatu Nat Kanu. Member National Youth Commission
11. Mr Abdul Kabba Kargbo Member of the Sierra Leone Civil Aviation Authority (SLCAA) Board
12. Mr Swakata Sannoh Member Board of Directors, Sierra Leone Airports Authority (SLAA)

Presenting the Nominees to the plenary, the Acting Majority Leader of Government Business, Hon. Bashiru Silikie told Members of Parliament that the aforesaid nominees were interviewed at the Committee Room One of Parliament Building Tower Hill in Freetown. According to the Acting Majority Leader of Government Business, the Nominees were interviewed under oaths and issues pertaining to experiences gained over the years and track records. The leader said they also probe into other requirements, which include tax obligations, asset declaration, and vision for productive tenure of their appointments. He proceeded by telling colleague members of Parliament that other matters regarding the nominees were critically looked into. The Acting Majority Leader of Government Business stated that the report reflects the unanimous views of the committee.
Seconding the motion, the Whip of Opposition, Hon. Abdul Karim Kamara from Kambia District confirmed to the plenary that he was part of those who interviewed the nominees. He predicated his statement on patriotism and went on to earmark some of the nominees for positive roles and contributions to nation-building. He used the opportunity to call for national engagement to fight drug addiction, pointing at one of the nominees. The MP drew the attention of the House to National Social Security and Insurance Trust (NASSIT) in light of viable national investment to protect the future. He urged all and sundry to collectively work together to promote growth and development.He admonished the nominees to work in the interest of Sierra Leoneans regardless of their regions or political affiliations.” Initiate something viable that will work for us as a nation’’ he admonished nominees.
Rounding up the debate on the side of the opposition, the Leader of Opposition, Hon Abdul Kargbo underscored the needs for nominees to prioritize nation-building above personal interest. He specifically singled out the nominee for the Sierra Leone Road Safety to mitigate challenges faced by Sierra Leoneans in the road sector. He lamented the lethargy of SLRSA to address the menance. “Mr. Speaker, we have unauthorized vehicles plying our roads, ” he noted. He asked the nominee, Moses Henry Kamara, to provide solutions to those challenges faced by the people. He added that 622 road accidents have been recorded nationwide. He considered such accidents as worrisome for the safety of our country. He urged all appointees to ensure to deliver on jobs given to them by the president. Hon. Abdul Kargbo expressed dissatisfaction with the high cost of flight tickets in the country and asked for government intervention.
Concluding the debate on the side of the government bench, the Acting Leader of Government Business Hon. Bashiru Silikie described the appointment of the nominees as a smart move by the president.
The Acting Leader of Government Business, Hon. Bashiru Silikie eloquently admonished the nominees to work in tandem with the expectation of the people. He cautioned the nominees to work for the progress and development of Sierra Leone. He spoke on the parliamentary role of vetting and approval of nominees. Hon Silikie reiterated the authorities of MPs, which separated from those appointed by the president. He requested the nominees to respect Members of Parliament. The leader reminded the nominees on their developmental roles and separately explained the functions of MPs.
