Freetown – President Dr. Julius Maada Bio has appointed Mr. Karmoh K. Conteh as the new Clerk of Parliament, replacing Hon. Paran Tarawallie. The appointment, which takes immediate effect, was made in line with Section 82(1) of the 1991 Constitution of Sierra Leone.
Conteh, a seasoned administrator with more than 20 years of experience in public service and parliamentary affairs, previously served as Director of Legislative Services in Parliament before his deployment to State House two years ago, where he worked as Executive Officer to the President.
His appointment comes after Deputy Clerk Gilbert Bosco N’habay, who had been acting in the role during Tarawallie’s absence, was directed to return to his substantive position.
According to the Awareness Times Newspaper, the decision reinforces the President’s constitutional role under Section 73(1) of the 1991 Constitution in matters relating to Parliament.
Mr. Conteh is expected to bring his wealth of administrative and legislative expertise to strengthen the functioning of the House.
Mr. Conteh, who most recently served as Executive Officer to the President at State House, previously held the position of Director of Legislative Services in Parliament. With over 20 years of public service experience — including 16 years in parliamentary administration — he has worked across various departments such as Hansard, Committees, the Office of the Speaker, and PACO (DePAC).
He holds a BA in History and Political Science (FBC, 2002) and a Master’s in Public Administration (IPAM, 2008).
Deputy Clerk Gilbert Bosco N’habay, who had been acting in the role, will resume his duties as Deputy Clerk.
