Freetown – The Ministry of Sports, working with the National Investment Board (NIB), has invited qualified firms and consortia to submit Expressions of Interest (EOIs) to operate, maintain and manage the National Stadium Complex in Freetown.
Government says it has invested about US$40 million (with later reports noting additional Chinese support taking the figure higher) in rehabilitating the complex, popularly known as the Siaka Stevens National Stadium. The facilities covered include the main stadium, practice field, stadium hostel and swimming pool.
The successful private partner will handle day-to-day facility management, maintenance, security, events, hospitality, ticketing, sponsorship, advertising, revenue generation and commercial development of the site.
Authorities plan to shortlist three to six firms from the EOIs. Those shortlisted will later be invited to submit full proposals.

Applications must be submitted to the Permanent Secretary, Ministry of Sports, Bishop House, Off King Street, Brookfields, Freetown.
The move comes as rehabilitation works, funded through Chinese aid and carried out by Chinese contractors, continue. Parliamentary and National Sports Authority teams have inspected progress, with Phase One elements (including hostels and related facilities) advancing toward partial handover while work on the main bowl continues. Officials have stressed the need for professional private-sector management to keep the upgraded complex in good condition, generate revenue, host international matches and events, and reduce the cost of playing home games abroad.
The invitation is listed on the National Public Procurement Authority (NPPA) website as an open opportunity for the selection of a private partner for Operation, Maintenance and Management (OM&M) of the National Stadium Complex.
