Freetown, Sierra Leone – Minister of Energy Cyril Arnold Grant has publicly acknowledged the severe and persistent electricity outages affecting Freetown residents, issuing a direct apology especially to those in Eastern Freetown during an appearance on the SLBC Morning Coffee program.
In his remarks, Minister Grant attributed the disruptions primarily to a significant drop in generation capacity at the Bumbuna Hydroelectric Dam, caused by low water levels. Bumbuna, a key hydropower source, has been operating well below normal capacity amid seasonal dry conditions that have historically impacted output.
The minister assured listeners that his ministry is actively addressing the situation through targeted interventions. These include ongoing maintenance work at the Bumbuna facility and urgent repairs to the critical 33 kV transmission line serving parts of the capital. He expressed confidence that these efforts would lead to improvements in power supply.
Broader Context of the Crisis
Sierra Leone’s energy sector continues to face longstanding challenges, including heavy reliance on hydropower vulnerable to seasonal variations, aging infrastructure, and the need for supplementary thermal generation. Issues such as debts to independent power producers and occasional damage to distribution networks from storms have added pressure, leading to rotational or prolonged blackouts that affect daily life, businesses, education, and essential services.
Minister Grant has previously highlighted gains in national energy access rates while noting that ambitions for reliable supply remain an ongoing effort amid financial and technical constraints.
Residents have voiced frustration over repeated power disruptions. The government continues to focus on load management, network strengthening, and longer-term projects to build greater resilience against dry-season shortfalls.
