Lungi, Sierra Leone — Sierra Leone’s President Dr. Julius Maada Bio formally handed over the rotating Chairmanship of the Economic Community of West African States (ECOWAS) Authority of Heads of State and Government to Senegal’s President Bassirou Diomaye Faye on Sunday during the closing ceremony of the 69th Ordinary Session of the regional bloc.
The ceremony took place at the newly inaugurated Julius Maada Bio International Conference Centre in Lungi, marking a symbolic moment of leadership transition and regional continuity.
The summit, hosted by Sierra Leone, brought together West African leaders to deliberate on pressing issues including peace and security, democratic governance, economic integration, and sustainable development.
In his handover remarks, President Bio expressed satisfaction with completing his one-year term and extended warm wishes to his successor.
“Leading our Community through such defining moments has been a profound privilege. As I hand over this responsibility, I extend my best wishes to the incoming Chairman,” he stated, referring to Faye as his “younger brother.”
Bio’s Tenure: Focus on Democracy, Security, and Integration
During his chairmanship, which began in mid-2025, President Bio prioritized restoring constitutional order, deepening democracy, revitalizing regional security cooperation, unlocking economic integration, and strengthening ECOWAS institutions. Sierra Leone’s leadership came at a turbulent time for the 15-member bloc, which has faced significant challenges including the withdrawal announcements by three military-led states — Mali, Burkina Faso, and Niger — amid disputes over democratic transitions and sanctions.

The hosting also highlighted Sierra Leone’s infrastructure push, with President Bio commissioning the new conference centre and an ECOWAS Logistics Depot just before the summit. Reports indicate Sierra Leone invested substantially, over $124 million in related ECOWAS initiatives, to bolster its diplomatic profile.
Faye Takes the Helm
President Bassirou Diomaye Faye, Senegal’s youthful leader who assumed office in April 2024 after a landmark election, now assumes the rotational chairmanship. Faye, a former tax inspector and leader of the PASTEF party, represents a new generation of African politicians emphasizing reform, youth empowerment, and anti-corruption.
His leadership of ECOWAS is seen as an opportunity to rebuild trust within the bloc, advance economic integration through initiatives like the African Continental Free Trade Area (AfCFTA) alignment, and navigate ongoing security threats from jihadist insurgencies in the Sahel and political transitions across the region. Senegal’s recent appointment to the ECOWAS Commission presidency for 2026–2030 further underscores the country’s rising influence.
