Freetown – Chief Minister Dr. David Moinina Sengeh has strongly reaffirmed the Government of Sierra Leone’s determination to build a modern, professional, innovative, and citizen-centred public service, positioning the reform of the country’s public sector as vital to the success of President Julius Maada Bio’s Big Five Game Changers agenda.
Speaking on behalf of President Dr. Julius Maada Bio during Sierra Leone’s inaugural national commemoration of the United Nations World Public Service Day 2026, held at the Miatta Civic Centre in Brookfields on Tuesday, 23 June 2026, Dr. Sengeh delivered a powerful message of commitment and gratitude.
“President Bio’s vision for modernising governance and strengthening institutions has placed public service reform at the heart of our national development efforts,” Dr. Sengeh said. He described the transformation of the public service architecture as Pillar Five of the Medium-Term National Development Plan 2024–2030.
The Chief Minister paid tribute to both serving and retired public servants, acknowledging their dedication, professionalism, and sacrifices in advancing national development.
He noted the historic significance of the occasion — the country’s first formal observance of World Public Service Day and the inaugural recognition of distinguished public servants.
Dr. Sengeh highlighted several landmark achievements under the reform drive he is championing:
– The development of Sierra Leone’s first Public Service Act
– The comprehensive review and Cabinet approval of updated Civil Service Codes, Regulations and Rules
– The allocation of 100 acres of land by the Ministry of Lands for the construction of a permanent Public Service Academy campus
In a major announcement, the Chief Minister declared that the Civil Service Training College will henceforth be known as the Public Service Academy, signalling the government’s ambition to cultivate a highly skilled and competent workforce capable of driving sustainable development and efficient service delivery.
The establishment of the Ministry of Public Administration and Political Affairs and the Ministry of Communication, Technology and Innovation, Dr. Sengeh explained, demonstrates the government’s deliberate strategy to create a more accountable, inclusive, innovative, and responsive public sector.
The event, organised under the auspices of the United Nations, brought together senior government officials, development partners, and public servants. Discussions focused on strengthening performance management, accountability, institutional modernisation, and fostering a culture of excellence, integrity, and innovation — priorities that Dr. Sengeh has consistently championed.
Other speakers, including Head of Civil Service Prince E. O. Cole, Public Service Commission Chairman Kalilu O. Bah, Minister of Public Administration and Political Affairs Amara Kallon, and IDEP Director Karim Bounemra Ben Soltane, echoed the Chief Minister’s call for accelerated reforms and greater recognition of public servants as key drivers of national transformation.
Through his leadership on this agenda, Chief Minister Sengeh is steering Sierra Leone toward a more efficient, professional, and citizen-focused public service that will support the successful implementation of President Bio’s development priorities and accelerate inclusive national progress.
