FREETOWN, Sierra Leone — The Criminal Investigation Department (CID) has launched a formal investigation into Malador Company and its Chief Executive Officer, Marwan Malador, amid allegations of irregularities in the recruitment and deployment of 28 Sierra Leonean workers to Qatar.
The case surfaced after complaints were lodged regarding the recruitment process.
The Ministry of Employment, Labour and Social Security, led by Minister Mohamed Rahman Swaray, summoned the agency and gave it five days to provide legitimate documentation covering travel arrangements, employment contracts, work permits, and visas. The matter has since been escalated to the CID for a full criminal investigation.
According to the Minister, the probe will examine whether Malador Company complied with Sierra Leone’s labour migration regulations and ethical recruitment standards designed to protect citizens working abroad.
Background on the Allegations
Malador Company, a Freetown-based entity involved in travel and recruitment services, faces claims that the workers were sent to Qatar without full adherence to required legal safeguards. Concerns include potential risks of exploitation, inadequate vetting, and failure to meet government-mandated procedures for overseas employment.
The development underscores ongoing challenges in Sierra Leone’s labour migration sector. Many citizens seek opportunities in Gulf countries like Qatar, particularly in construction, hospitality, and services. However, cases of deceptive recruitment practices, inflated fees, and poor working conditions have prompted tighter government oversight in recent years.
Government Response
Minister Swaray has reiterated the government’s commitment to safeguarding Sierra Leonean migrant workers.
“Recruitment agencies must operate within established laws and standards,” he stated, warning that any violations will not be tolerated.
The Ministry emphasized that transparent and ethical recruitment practices are essential to prevent exploitation while facilitating safe migration channels for employment abroad.
Current Status of Investigation
As the CID investigation continues, authorities are expected to collect statements from affected individuals, review relevant documents, and interview all parties involved. No formal charges have been filed at this stage, and all individuals are entitled to due process under the law.
Marwan Malador has been referred to the CID, with reports on his current status remaining unclear.
The outcome of the investigation is anticipated to bring clarity to the allegations and could result in stronger regulatory measures for recruitment agencies operating in Sierra Leone.
