Tokyo, Japan — Sierra Leone’s Chief Minister, Dr. David Moinina Sengeh, led high level delegation to the Ninth Tokyo International Conference on African Development (TICAD 9), reaffirming the country’s commitment to youth empowerment and inclusive governance.
Speaking at the event, Dr. Sengeh emphasized that Sierra Leone’s development strategy goes beyond traditional management, focusing instead on unlocking the full potential of every citizen—especially young people.
He echoed President Julius Maada Bio’s call for “radical inclusion,” first declared at the United Nations General Assembly in 2023, as a guiding principle for national transformation.
“Radical inclusion means investing in every human being so they can reach their fullest potential,” Dr. Sengeh stated.
“This is not just theory—our government is 30% youth-led, with young leaders heading major institutions and driving innovation across sectors.”
The Chief Minister highlighted examples of young Sierra Leoneans making tangible contributions, from tech entrepreneurship to agricultural development, underscoring the importance of tailored investment in human capital.
He affirmed that empowering youth is not only central to President Bio’s agenda but also key to delivering sustainable development and positioning Africa as the next frontier of global innovation.
