The Independent Procurement Review Panel (IPRP) has opened an investigation into claims of irregularities surrounding the disposal of scrap metals at the former Leone Rock Mining site in Pepel, Port Loko District.
The probe follows a formal complaint lodged by Associate Builders Civil Contractor and Developers against the National Assets and Government’s Property Commission. The company, acting as the appellant, alleges shortcomings in the procurement process used for the scrap metal disposal.
Proceedings officially began on 14 September 2026 and remain ongoing. The Panel, set up under Section 65(1) of the Public Procurement Act No. 10 of 2016, is tasked with examining complaints and appeals from dissatisfied bidders and contractors over decisions made by procuring entities.
Public procurement in Sierra Leone is regulated by the 2016 Act and the Public Procurement Regulations of 2020.
The IPRP has stated that the review is underway and that its findings will be released once the process is complete.
The case has drawn attention at a time of heightened public interest in how government handles procurement and the disposal of state assets. Observers say the outcome could have wider implications for transparency and accountability in the management of national property.
