In a letter addressed to the Honorable Minister of Works and Public Assets in New England Vill, Freetown, Infrastructure 4 Development Sierra Leone (I4D-SL), a civil society infrastructure watch consortium, expressed concerns over the proposed increase in toll fees by China Railway Seventh Group (CRSG) for the Wellington to Masiaka road.
Highlighting the concession contract signed on December 22, 2015, I4D-SL acknowledged the provision for toll tariff adjustments based on a review triggered by a 10% variation in the exchange rate. However, the consortium raised specific issues regarding CRSG’s compliance with the agreement.
Among the identified concerns are the lack of disclosure of vehicle data since toll collection began in July 2017, incomplete provision of associated facilities, and the subpar condition of the road, including unaddressed safety hazards and inadequate maintenance.
I4D-SL recommended a thorough review of the entire agreement, the disclosure of toll collection amounts, and a stakeholders’ meeting to address concerns nationwide. While appreciating CRSG’s investment, the consortium advocated for responsible development and suggested that any fee increase should not exceed 100% of the current toll fees.
The letter, signed by Charles Mambu, Chairman of the Board of Directors, emphasized the commitment of I4D-SL to promoting investment and partnership in Sierra Leone’s infrastructure development. The consortium also attached stakeholders’ resolutions from June 26, 2015, for reference.
As Sierra Leone anticipates potential changes to toll fees, the call for transparency and adherence to the concession agreement resonates as a crucial aspect of sustainable infrastructure development.
